How to submit code to github?

We are modifying part of calcite’s source code, now has support for UTF-8 encoding format, how to submit code to github?

In addition we need calcite-core-1.12.0-201711022309440460-bd4149e.jar source code, it is modified by decompiling

Please submit your changes directly to the Apache Calcite project (you can find instructions on how to contribute to Calcite at https://calcite.apache.org/develop/#contributing). We would pick up changes in an upcoming release.
