Is creating reflections admin task?

How do we enable creation of reflections to other users in the environment? Hopefully, it is role based capability and not restricted to admins only.

In the Community Edition all users are admin while in Enterprise edition only admins can create reflections. We are coming with version 1 of RBAC by end of this year where non admins can create reflections
