After Windows 10 fresh install finished, Dremio fails to start

After Windows 10 fresh install finished, Dremio fails to start.

Log file shoes error:
"Failed to create a directory: C:\Users\User Name\AppData\Local\Dremio\db\catalog:The system could not find the specified path"

I have permissions to read & write on that path, and really tried everything mentioned in the forum. CPU seems to suport AVX2. Java it’s updated to 191,

We were able to reproduce the behavior and have filed an internal bug and will get this addressed’
